Josh Cogan - Director / Co-Founder
Josh Cogan is the Director & Co-Founder of Outlast Youth, focusing on LGBTQ youth homelessness as an arm of the City of Dallas' LGBT Task Force. Cogan’s passion for eliminating LGBTQ youth homelessness was struck as the Lead Pastor and Pioneer of The Awakening, a former church plant in the Deep Ellum neighborhood of Dallas. He holds a B.M. in Music Composition from Gardner-Webb University and a M.A. in Theology with a Worship Leadership emphasis from Dallas Baptist University. Originally born in Statesville, North Carolina, Josh now resides in the North Oak Cliff area of Dallas, TX with his crazy dog Duffy, a cocker spaniel-golden retriever mix.
Brent McDougal - Faith-based Team Co-Lead
Brent is the Senior Pastor of Cliff Temple Baptist Church. He is passionate about sharing the love of Jesus through preaching, pastoral care, and community building. He believes that ministry should be compassionate, collaborative, transformative, and life giving. Brent has a BA from Emory University, a Masters of Divinity from Samford University, and a Ph.D. in Political Science from the University of Alabama. He is married to Jennifer, and they have a son, Christopher and a daughter, Emily.
Gary Fox - Faith-based Team Co-Lead
Gary is the Minister of Children and Youth at Walnut Hill United Methodist Church. Gary is passionate about seeing people connect to God and how that connection leads to a compassionate Jesus-like life in the world through the presence of the Holy Spirit. He has a BA from Illinois State University, a Masters of Divinity from Southern Methodist University, and hopes to complete his Doctorate of Ministry from Southern Methodist University in 2018. He and his daughter, Olivia, live in East Dallas.
Sally Frank - Outreach Team Lead
Sally Frank serves as the Outreach Team Lead for Outlast Youth. She is employed by Dallas Children’s Advocacy Center as the Child Sex Trafficking/High Risk Victim Care Coordinator for Dallas County. She also serves as a leader on DCAC’s Teen TASK (Taking a Stand for Kids) Force. Her heart for this work stems from the belief that every child deserves to be loved, accepted, and protected. Sally lives in East Dallas with her dog, June Carter, and her cat, Emma Marie.
Heather Lowe - Fundraising / Events Team Lead
Heather Lowe is the Adult Services Administrator at the Dallas Public Library and oversees the library’s Homeless Engagement and Leadership Program. She is committed to finding ways community and governmental organizations across the city can work together to eradicate homelessness. She holds an M.L.I.S. in Information Studies from the University of California Los Angeles and an M.F.A. in Print Media from Cranbrook Academy of Art. Heather was born and raised in Atlanta, and now resides in Dallas where she enjoys the arts and the natural world.
